Dr. Fan serves as the Executive Vice President of the Shanghai Arbitration Commission (SHAC). He has extensive knowledge of the Asia-Pacific region and is an experienced arbitrator. Over 200 arbitration proceedings have been conducted with him as presiding arbitrator, sole arbitrator or co-arbitrator under the rules of UNCITRAL, CAS, SIAC, HKIAC, KCAB, CIETAC, etc.

He has served as the Regional Representative to United Nations in East Africa for the International Law Association and has been Regional Director and CEO of the Martin Heyman Group of Companies in Uganda. He was also Chief Estate and Rating Surveyor for the East African Community in Tanzania. HE Hon. Dr. Fitzwanga is the current President of the Governing Council of the Fitzwanga United Nations Foundation, the East African Institute of International Law and Foreign Policy Analysis and the African Institute of International and Comparative Law. He is also the current Chairman, Board of Directors of Urban Associated Surveyors Ltd and Forensic Advisory Services Ltd.
